Judge Jim Walsh is presently an Acting N.Y.S. Supreme Court Justice and an
elected Monroe County Family Court Judge. He has been an Acting Supreme Court Justice
since January 2016 and an elected Family Court Judge since January 2014. Judge Walsh
has presided over thousands of cases during his tenure as a jurist and has done so
throughout the 7th Judicial District which encompasses Cayuga, Livingston, Monroe,
Ontario, Seneca, Steuben, Wayne, and Yates counties in Western New York.
As an appointed Justice of the Supreme Court, he presides over civil proceedings
and hearings and adult criminal proceedings which include evidentiary hearings, bench
trials and jury trials. As an elected Judge of the Family Court he presides over child abuse
and neglect proceedings, youth criminal proceedings, juvenile delinquency and persons in
need of supervision matters, adoptions and custody and visitation proceedings. In both
these judicial roles Judge Walsh has the authority to administer oaths, take testimony,
rule on questions of law and evidence, regulate the course of proceedings, and render
decisions based upon determinations of fact and law.
Prior to being elected to the bench Judge Walsh was a practicing attorney,
throughout the 7th Judicial District, for sixteen years. He was licensed to practice law in
New York State in February 1997 and was admitted to practice law in the United States
District Court, Western District of New York, in May 1997. He was an attorney and legal
advisor to private citizens, law firms and public agencies. It was during this time that
Judge Walsh gained valuable trial experience in the many varied legal disciplines that
enveloped his practice.
Judge Walsh was previously an Assistant District Attorney, in the Monroe County
District Attorney’s Office. He was assigned to represent and advocate for victims of
domestic violence and child abuse. While at the Monroe County District Attorney’s Office
he obtained valuable experience in all phases of criminal litigation. He conducted over one
hundred criminal hearings and trials and handled a caseload of approximately seventy-five
The Judge also previously served as Counsel to the Monroe County Sheriff’s Office.
He lectured and trained Sheriff’s Deputies on the New York State Criminal Law and
Procedure and Domestic Violence Incident Reporting. He was also an Instructor at the
Monroe Community College Police Academy where he educated prospective police
officer’s on New York State Criminal Law & Procedure and trial preparation.
He has been an Instructor at Finger Lakes Community College where he educated
paralegal students in Family Law and Civil Litigation. He was also an Adjunct Professor
of Law at Bryant & Stratton College where he educated paralegal students in Family Law,
Matrimonial Law, Criminal Law & Procedure, Civil Litigation, Legal Ethics, and Evidence.
Judge Walsh was previously an Administrative Hearing Officer for the City of
Rochester, Bureau of Parking & Municipal Code Violations. He presided over
administrative hearings concerning the City of Rochester Municipal & Parking Code laws
and regulations. He was also a Hearing Officer for the New York State Department of
Labor, where he presided over administrative hearings concerning New York State Labor Law.
Judge Walsh is a graduate of Niagara University in Lewiston, NY where he
obtained a Bachelor of Science Degree in Criminology and Criminal Justice with a minor
in Political Science in May 1988. He, thereafter, attended the Thomas M. Cooley Law
School in Lansing, MI, where he obtained his Juris Doctor Degree in January 1996.
Judge Jim Walsh resides in Penfield, N.Y. with his wife, Jean. They have been
married for thirty-one years. Jean is a Registered Nurse and has been employed in this
capacity for over thirty years. Jean and Jim have two daughters Erin and Shannon.
Shannon is a High School Math Teacher at Newark High School, in Wayne County N.Y.,
and resides in Penfield N.Y. with her Labrador Retriever, Seamus. Erin is employed as a
marketing executive in Buffalo N.Y. and resides in Buffalo with her husband Peter and
their Labrador Retriever, Doug. Jim and Jean are active members of their church, where
Jim volunteers as an usher and lector. When Jim is not working, he enjoys spending time
with his family, reading, and sports.
